Reading Between the Lines: 5 Questions to Ask When Reading Western Media on Global South Conflicts


When there is a war or crisis in Africa, Asia, or Latin America, most people read about it in Western newspapers. These papers are from Europe or North America. They have a lot of money and power. But their stories often miss important parts. They might leave out history. They might only talk to leaders, not normal people. This commentary gives readers five simple questions to ask when they read these stories. These questions help us see the full picture. They help us understand the pain and the truth of the Global South. This is not about hating Western media. It is about reading with open eyes.

Introduction: The Story We See

Turn on the television. Open a news app. You see a headline: “Violence Erupts in Sudan” or “Crisis in Yemen.”[1] The story talks about bombs, numbers of dead, and big political leaders. It feels urgent. It feels serious.

But something is missing. You do not hear the voices of mothers who lost children. You do not hear about the history of why the fighting started. You do not hear about the people who are trying to build peace.[2]

Western media is powerful. It shapes how the world sees problems. But it often sees the Global South through a narrow lens. It sees victims, not survivors. It sees chaos, not complexity.[3] As readers, we do not have to accept every story as the full truth. We can learn to read between the lines.

This commentary offers five simple questions. Use them when you read about conflicts in the Global South. They will help you find the missing pieces.

Question 1: Who Is Speaking?

The first thing to check is the source. Who is giving the information?[4]

In many Western reports, the sources are officials. They are generals, politicians, or experts from big universities in the West. They speak in formal language. They talk about strategy and borders.

But where are the local people? Where are the teachers, the shopkeepers, the farmers?[5] They are the ones living through the conflict. They know what is really happening. If a story only quotes officials, it is only half a story.

What to do: Look for names of local people. If you do not see them, know that the story is incomplete. Search for local news sites to hear their side.

Question 2: Where Is the Reporter?

Location matters. Is the reporter standing in the capital city? Or are they in the village where the fighting is?[6]

Many Western news agencies have offices in big cities like London or New York. They send reporters to the Global South only when there is big violence. They stay in safe hotels. They do not walk the streets.[7]

This creates a distance. The story feels cold. It feels like a video game, not real life. A reporter who lives in the region understands the culture. They know the language. They know the fear.

What to do: Check the byline. Where is the writer based? If they are flying in for two days, take their story with a grain of salt. Look for reports from journalists who live there.

Question 3: What Is the History?

Conflicts do not start overnight. They have roots.[8] But Western media often treats them like sudden storms. They say, “Violence broke out today.” This makes it seem random. It makes the people seem naturally violent.

This is not true. Most conflicts have a long history. Maybe there was a war ten years ago. Maybe there was colonial rule fifty years ago. Maybe there is a fight over water or land.[9]

When history is missing, the blame falls on the wrong people. It looks like one group is just “bad.” But usually, both sides have grievances.

What to do: Ask yourself: “What happened before this?” If the article does not say, look for a background piece. Do not judge the present without knowing the past.

Question 4: Who Is the Victim?

How are the people shown in the pictures? Are they shown as helpless victims?[10]

Western media loves images of suffering. They show crying children or ruined homes. This makes people feel sad. It makes them donate money. But it also takes away power. It makes the locals look like they cannot help themselves.[11]

It ignores the people who are feeding their neighbors. It ignores the doctors working without electricity. It ignores the activists demanding change. These people are not just victims. They are agents of change.

What to do: Look for stories of strength, not just pain. Who is solving the problem? If everyone looks helpless, the story is biased.

Question 5: What Is the Solution?

Finally, look at the ending. Does the story suggest a solution?[12]

Often, Western media suggests that outside help is the only answer. They say, “The UN must step in” or “Western countries should send aid.” This implies that locals cannot fix their own problems.[13]

But local communities often have their own ways to make peace. They have elders, councils, and traditions. These are often ignored by international planners.[14]

What to do: Ask: “Who is fixing this?” If the only heroes are foreigners, the story is incomplete. Real peace comes from within.

Why This Matters

You might ask: “Why does this matter? I just want to know the news.”

It matters because stories shape policy. When Western leaders read these stories, they make decisions. They send weapons. They send aid. They impose sanctions.[15] If the stories are wrong, the decisions are wrong.

It also matters for dignity. People in the Global South are tired of being seen as problems. They want to be seen as partners. They want to be heard.[16]

As readers, we have power. When we ask these five questions, we demand better journalism. We tell editors that we want the full truth. We support the idea of knowledge “Beyond Western Frames.”

Conclusion: Be a Smart Reader

You do not need to be an expert to read critically. You just need to be curious.

Next time you read a headline about a conflict in the Global South, pause. Ask the five questions:

  1. Who is speaking?
  2. Where is the reporter?
  3. What is the history?
  4. Who is the victim?
  5. What is the solution?

If the answers are missing, do not stop there. Search for local voices. Read regional newspapers. Listen to community radio. The truth is not just in the big Western papers. It is in the streets, the villages, and the voices of the people. By seeking them out, we honor their humanity. We build a world where everyone’s knowledge counts.

When Climate Models Ignore Local Knowledge: Who Pays the Price?


Climate change is a serious problem for everyone. Scientists use computer models to predict weather and plan for the future. These models are powerful tools. But often, they forget one important thing: the people who live on the land. Farmers, fishers, and villagers know their environment very well. They have watched the rain, the rivers, and the soil for many years. This commentary asks: What happens when climate models ignore this local knowledge? It argues that ignoring local voices leads to bad plans, wasted money, and more danger for poor communities. To fix this, we must mix scientific data with local wisdom. This is not just about better science. It is about respect and justice.

Introduction: The Farmer and the Satellite

Imagine a farmer in Punjab. He has grown wheat on the same land for forty years. He knows when the rain will come by watching the clouds. He knows how the river behaves by looking at the mud on the banks. He does not use a computer. But he has data. His data is in his memory and his experience.[1]

Now imagine a scientist in a big office far away. She uses satellites and supercomputers. She makes maps showing where floods will happen. Her maps look very precise. They have many colors and numbers. But sometimes, her maps do not match what the farmer sees.[2]

This is a common problem today. Global climate models are built mostly in rich countries. They use big data. But they often miss small, local details. When plans are made using only these models, local people suffer. This commentary explores why this happens and how we can fix it.

What Are Climate Models?

Climate models are like computer simulations. They try to copy how the earth works. They use math to guess what will happen to temperature, rain, and sea levels.[3] These models are very important. Governments use them to build dams, plan cities, and prepare for disasters.

But models are not perfect. They need information to work. If the information is wrong or missing, the guess will be wrong. In many parts of the Global South, like Pakistan, there are not enough weather stations.[4] So, scientists fill the gaps with estimates. These estimates might be correct for a large region, but wrong for a specific village.

What Is Local Knowledge?

Local knowledge is different from computer data. It is not written in numbers. It is passed down from parents to children. It is based on watching nature closely over a long time.[5]

For example, fishers in the Indus Delta know which fish come when the water is salty. They know which trees grow where the soil is wet. This knowledge helps them survive. It is not just tradition. It is practical science.[6]

Western science often calls this “anecdotal” or “informal.” This means they think it is not serious. But for the people living there, this knowledge is real. It works. Ignoring it is like trying to drive a car with only one eye closed.

The Cost of Ignoring Local Voices

When planners ignore local knowledge, things can go wrong. Here are three main problems:

1. Failed Projects
Sometimes, big organizations build things to help people. They might build a flood wall or a new irrigation canal. They design it using computer models. But if they do not ask the locals, they might build it in the wrong place. The wall might block a path people use. The canal might dry up in summer because the model did not know about local water use.[7] This wastes money. It also makes people lose trust in helpers.

2. Wrong Warnings
Early warning systems are meant to save lives. They tell people when a storm is coming. But if the warning is too general, people might not listen. If a model says, “flood risk in District X,” but the village knows the water never reaches them, they will not move.[8] When the flood comes unexpectedly, lives are lost. Local knowledge can make warnings specific and trustworthy.

3. Loss of Trust
When outside experts come and tell locals what to do, it feels rude. It feels like the experts think they know everything. This creates anger. People stop cooperating. For climate plans to work, people must agree to them. If they feel unheard, they will not follow the rules.[9]

A Case from Pakistan: The 2022 Floods

The 2022 floods in Pakistan were a disaster. Millions of people were affected. Many reports say the rain was heavier than models predicted.[10] But local communities had signs. They saw the rivers rising faster than usual. They saw the clouds behaving strangely.

In some villages, people moved to higher ground before the official warning came. They used their own judgment. In other places, people waited for the government message. When the message came late, they were trapped.[11]

This shows the gap. The big models missed the local intensity. The local knowledge was there, but it was not part of the official plan. If the two had been combined, more lives could have been saved.

Why Do Models Ignore Local Knowledge?

There are a few reasons for this gap.

First, it is about power. Big science institutions have money and influence. Local communities often do not. It is easier for a minister to listen to a computer report than to talk to hundreds of farmers.[12]

Second, it is about language. Scientists speak in technical terms. Farmers speak in local languages. There is no easy way to translate “soil moisture levels” into “the ground feels dry.” So, the knowledge gets lost in translation.[13]

Third, it is about time. Building a model takes months. Talking to communities takes time too. Planners are often in a hurry. They choose the fast option.[14]

A Better Way: Mixing Science and Wisdom

We do not need to choose between computers and communities. We need both. This is called “co-production” of knowledge. It means scientists and locals work together from the start.[15]

Here is how it can work:

1. Listen First
Before making a plan, experts should sit with the community. They should ask: “What changes have you seen?” “Where does the water go?” “What worked before?” This takes time, but it saves trouble later.

2. Simple Tools
Scientists can make tools that locals can use. For example, a simple rain gauge that anyone can read. Or a phone message system that uses local language. This bridges the gap.[16]

3. Respect Local Experts
Farmers and elders should be treated as experts. They should be invited to planning meetings. Their names should be on the reports. This gives them respect and ownership.[17]

4. Check the Models
Locals can help check if the computer maps are right. They can say, “This map says flood, but this land is high.” This helps scientists fix their models.[18]

Conclusion: Justice in Climate Action

Climate change is not just a scientific problem. It is a human problem. The people who suffer the most are often the ones who did the least to cause it. They are the poor, the farmers, the villagers.[19]

When we ignore their knowledge, we add to their pain. We treat them like objects, not partners. This is not right.

To build a safe future, we need all kinds of knowledge. We need the satellite. And we need the farmer. We need the computer. And we need the memory.

Food Security in Pakistan: A Systematic Review of Challenges, Policies, and Future Directions


Food security remains a critical issue in Pakistan, where a growing population, climate variability, and socio-economic disparities exacerbate vulnerabilities in food availability, access, and utilization. This systematic literature review examines the multifaceted challenges, policy responses, and future directions for achieving sustainable food security in the country. We synthesize existing research to provide a comprehensive understanding of the current food security landscape, focusing on key dimensions such as climate change impacts, policy frameworks, production systems, and the water-energy-food nexus. The review identifies significant gaps in policy implementation, particularly in addressing regional disparities and adapting to climate-induced shocks, while also highlighting the role of global food market dynamics in shaping domestic food security. Methodologically, we adopt a rigorous approach to select and analyze relevant studies, ensuring a balanced representation of diverse perspectives and empirical evidence. Our findings reveal that while Pakistan has made progress in formulating food security strategies, structural inefficiencies, resource constraints, and governance challenges hinder their effectiveness. The review underscores the need for integrated policies that prioritize climate resilience, equitable resource distribution, and technological innovation in agriculture. By consolidating insights from existing literature, this study offers actionable recommendations for policymakers and researchers to address persistent food insecurity and align future efforts with sustainable development goals. The conclusions emphasize the urgency of interdisciplinary collaboration and evidence-based decision-making to mitigate food security risks in Pakistan.

1               Introduction

Food security, defined as the consistent availability, accessibility, and utilization of sufficient and nutritious food, remains a pressing challenge for Pakistan, a country grappling with rapid population growth, environmental stressors, and socio-economic inequalities.[1] As the fifth most populous nation globally, Pakistan faces a dual burden of undernutrition and rising food inflation, with nearly 40% of its population experiencing moderate or severe food insecurity.[2] The agrarian economy, which contributes 19% to the GDP and employs 38% of the labor force, is increasingly vulnerable to climate shocks, water scarcity, and outdated farming practices.[3] These systemic vulnerabilities are compounded by fragmented policy frameworks and inadequate infrastructure, raising concerns about the countryโ€™s ability to meet Sustainable Development Goal (SDG) 2โ€”zero hungerโ€”by 2030.[4]

The historical context of food security in Pakistan reveals cyclical patterns of progress and regression. The Green Revolution of the 1960s initially boosted crop yields through high-yielding varieties and irrigation expansion, but gains were unevenly distributed across regions and socio-economic groups.[5] Subsequent decades saw declining agricultural productivity due to soil degradation, inefficient water management, and underinvestment in rural development.[6] Meanwhile, urbanization and dietary shifts have intensified demand for diverse food commodities, straining domestic production systems and increasing reliance on food imports.[7] Climate change exacerbates these challenges, with rising temperatures, erratic monsoon patterns, and glacial melt in the Himalayas threatening the viability of staple crops like wheat and rice.[8]

Despite extensive research on Pakistanโ€™s food security, critical gaps persist in the literature. First, most studies focus narrowly on production deficits or macroeconomic policies, overlooking the interconnectedness of water, energy, and food systems.[9] Second, there is limited synthesis of how global crisesโ€”such as the COVID-19 pandemic or geopolitical conflictsโ€”disrupt local food supply chains and exacerbate household-level insecurity.[10] Third, while policy evaluations exist, few critically assess the implementation gaps between federal initiatives and ground-level outcomes, particularly for marginalized communities.[11] Finally, the role of emerging technologies (e.g., precision agriculture, digital marketplaces) in mitigating food insecurity remains underexplored in the Pakistani context.[12]

This review is motivated by the urgent need to consolidate fragmented knowledge and identify pathways for transformative action. By systematically analyzing trends, policies, and challenges, we aim to provide a holistic understanding of food security dynamics in Pakistan, bridging disciplinary divides between agronomy, economics, and climate science. Our contribution lies in synthesizing evidence across scalesโ€”from farm-level adaptations to national strategiesโ€”while highlighting the interdependencies between environmental, socio-political, and technological factors. The findings are intended to inform policymakers, researchers, and development practitioners seeking to address systemic vulnerabilities and align interventions with the principles of sustainability and equity.

2               Methodology

2.1         Review Protocol

This systematic review adheres to the PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) guidelines to ensure methodological rigor and transparency.[13] We conducted searches across nine databases, prioritizing discipline-specific repositories to capture diverse perspectives. Scopus and Web of Science were selected for their comprehensive coverage of peer-reviewed journals in agricultural and environmental sciences, while PubMed provided access to health-related dimensions of food security. IEEE Xplore and ACM Digital Library were included to identify technological innovations in food systems. ScienceDirect and SpringerLink supplemented these with interdisciplinary publications, and arXiv was searched for preprints on emerging topics. Google Scholar served as a supplementary tool to verify the completeness of our search.

The search strings combined keywords related to food security (โ€œFood Securityโ€), geographic focus (โ€œPakistanโ€ OR โ€œPakโ€ OR โ€œPKโ€), and thematic elements (โ€œChallengesโ€ OR โ€œObstaclesโ€ OR โ€œHurdlesโ€), (โ€œPoliciesโ€ OR โ€œStrategiesโ€), and (โ€œFuture Directionsโ€ OR โ€œFuture Plansโ€). Boolean operators and field-specific syntax (e.g., TIAB for PubMed, TITLE-ABS-KEY for Scopus) were tailored to each database. To minimize bias, we excluded review articles, surveys, and meta-analyses, focusing instead on primary research and empirical studies.

2.2         Thematic Framework for Analysis

The review is structured around seven research dimensions that collectively address the complexity of food security in Pakistan. The first dimension examines the general food security situation, including indicators such as caloric intake, malnutrition rates, and household access to food. Climate change impacts form the second dimension, with emphasis on temperature variability, extreme weather events, and their cascading effects on crop yields. Policy and strategy analyses constitute the third dimension, evaluating the design and outcomes of national programs like the National Food Security Policy. Food production systems, the fourth dimension, assess trends in major crops (wheat, rice, sugarcane) and livestock. The water-energy-food (WEF) nexus, as the fifth dimension, explores trade-offs and synergies in resource allocation. The sixth dimension focuses on crisis responses, particularly during the COVID-19 pandemic, while the seventh situates Pakistanโ€™s challenges within global dynamics like trade policies and price volatility.

2.3         Inclusion and Exclusion Criteria

Studies were included if they: (1) explicitly addressed at least one of the predefined research dimensions, (2) provided empirical data or original analysis, (3) were published in English, and (4) had no temporal restrictions to capture historical trends. Exclusion criteria eliminated studies with insufficient methodological detail, non-peer-reviewed commentaries, or those focused solely on adjacent topics (e.g., general agricultural economics without food security linkages). Editorials, conference abstracts without full papers, and studies lacking region-specific findings were also excluded.

2.4         Study Selection Process

The initial search yielded 517 records, reduced to 419 after removing 97 duplicates and one irrelevant entry. Title and abstract screening excluded 317 records that did not meet inclusion criteria. Full-text assessment of the remaining 72 articles led to the exclusion of 18 studies due to ineligible scope or inadequate data. The final review included 54 studies, as illustrated in the PRISMA flowchart (Figure 1).

Two reviewers independently screened records, resolving discrepancies through consensus. Quality assessment prioritized studies with clear research questions, robust methodologies (e.g., longitudinal data, randomized controls), and explicit links to food security theory. Limitations include potential geographic biasโ€”most studies focused on Punjab and Sindh, underrepresenting Balochistan and Khyber Pakhtunkhwaโ€”and a predominance of crop-centric analyses over dietary diversity or consumption patterns. Additionally, gray literature from government reports was underrepresented due to accessibility constraints.

3               Results

3.1         General Food Security Situation in Pakistan

The general food security situation in Pakistan is characterized by persistent challenges in availability, accessibility, and utilization, despite the countryโ€™s agricultural potential. Studies highlight a paradox where Pakistan, being a major producer of staple crops like wheat and rice, continues to face significant food insecurity at the household level. For instance,[14] demonstrates that while food crop production has increased over the years, population growth has outpaced these gains, leading to a net decline in per capita food availability. This discrepancy is further exacerbated by regional disparities, with rural areas and economically marginalized groups experiencing higher levels of food insecurity compared to urban populations.[15]

A critical dimension of food security in Pakistan is accessibility, which is influenced by socioeconomic factors such as income levels, market access, and infrastructure. Research by[16] and[17] identifies household income, education, and land ownership as key determinants of food security, with landless laborers and small-scale farmers being particularly vulnerable. Moreover,[18] emphasizes the role of market access in enhancing food security for rural households, noting that poor transportation networks and price volatility often limit the ability of small farmers to sell surplus produce or purchase food during shortages. These findings underscore the need for policies that address both production deficits and structural barriers to food access.

Policy interventions aimed at improving food security have yielded mixed results, as evidenced by[19] and.[20] While initiatives like the National Food Security Policy and subsidy programs have improved food availability in some regions, their effectiveness is often undermined by poor implementation, corruption, and a lack of targeted approaches. For example,[21] argues that non-farmers benefit more from existing policies than smallholder farmers, who remain disproportionately affected by food insecurity. Similarly,[22] calls for a more holistic policy framework that integrates nutrition, climate resilience, and equitable resource distribution to address the multifaceted nature of food insecurity.

Table 1 provides a comprehensive taxonomy of the included studies, categorizing them based on their focus within the broader theme of food security in Pakistan. The table highlights the diversity of research approaches, from production trends and household-level analyses to policy evaluations and crisis responses.

Additionally, the interplay between crop and livestock production systemsโ€”such as crop residue use for animal feedโ€”warrants further investigation to understand synergies and trade-offs in Pakistanโ€™s food security strategy.

3.5         Water-Energy-Food Security Nexus in Pakistan

The water-energy-food (WEF) nexus has emerged as a critical framework for understanding the interconnected challenges of resource management and food security in Pakistan. The reviewed studies highlight how competition for scarce water resources, energy demands for irrigation, and agricultural production constraints create complex trade-offs that require integrated policy solutions. This nexus approach provides a systems-level perspective that transcends traditional sectoral boundaries, offering insights into sustainable resource allocation and climate adaptation strategies.

The literature reveals a concerning pattern where climate-induced production shocks interact with market mechanisms to amplify food price volatility, disproportionately affecting low-income households.[123] This systemic vulnerability is further compounded by Pakistanโ€™s heavy reliance on climate-sensitive water resources, as demonstrated by[124] and,[125] creating a feedback loop where water scarcity begets energy shortages that in turn constrain agricultural productivity.

The predominance of studies focused on Punjab and Sindh introduces geographic bias, potentially overlooking unique food security dynamics in Balochistan and Khyber Pakhtunkhwa. The exclusion of non-English literature may have omitted valuable perspectives from local researchers. Publication bias towards negative findings could skew the representation of successful interventions. Most significantly, the scarcity of longitudinal studies limits our ability to assess how food security drivers and outcomes evolve over time.

Future research should address these gaps while exploring several promising directions. There is a critical need for studies that examine the full water-energy-food nexus rather than its bilateral components, employing integrated modeling approaches that capture cross-sectoral interactions. The gender dimensions of food security require deeper investigation, particularly how climate adaptation strategies affect womenโ€™s labor burdens and nutritional status. Comparative studies across Pakistanโ€™s diverse agro-ecological zones could identify context-specific solutions rather than assuming one-size-fits-all approaches. Finally, implementation science methods could help bridge the persistent gap between policy design and execution, identifying the institutional and political economy factors that enable or constrain effective food security governance.

The evidence suggests that such integrated strategies, while challenging to implement, offer the most promising path toward sustainable food security for Pakistanโ€™s growing population.

5               Conclusion

This systematic review has synthesized diverse perspectives on Pakistanโ€™s food security challenges, policies, and future directions, revealing a complex interplay of environmental, economic, and governance factors. The findings confirm that food insecurity in Pakistan stems not from isolated production deficits but from systemic vulnerabilitiesโ€”climate change exacerbating water scarcity, policy implementation gaps perpetuating inequalities, and global market dynamics amplifying domestic price volatility. The analysis underscores how these interconnected challenges demand integrated solutions that transcend traditional sectoral boundaries, particularly in addressing the water-energy-food nexus and climate adaptation. The review contributes to theoretical understanding by demonstrating the limitations of linear food security models in Pakistanโ€™s context, where availability, access, and utilization interact through feedback loops. Practically, the synthesis highlights the urgency of reforming agricultural policies to prioritize smallholder resilience, strengthening social protection systems for crisis responsiveness, and fostering cross-sectoral governance mechanisms. Systemic Precarity and Policy Gaps: Employment Security Erosion Among Pakistanโ€™s Social Periphery (2010โ€“2025)

This study investigates the erosion of employment security among Pakistanโ€™s social peripheryโ€”informal laborers, rural-urban migrants, religious minorities, and marginalized womenโ€”from 2010 to 2025, a period marked by macroeconomic instability, climate shocks, and technological disruptions. We employ a mixed-methods approach, integrating quantitative analysis of Pakistan Bureau of Statistics and World Bank datasets with qualitative insights from 500 interviews and 10 Focus Group Discussions across three case clusters: climate-displaced agrarian workers, urban informal laborers, and digital gig workers. The Delphi Method further projects labor market challenges post-2025, engaging labor economists to forecast automation risks, climate migration, and debt traps. Our findings reveal a stark rise in informal employment from 65% to an estimated 75%, with employment security inversely correlated to GDP growth. Climate shocks, such as the 2010 and 2022 floods, precipitated a 15% drop in rural wages and pushed 33% of affected households into debt bondage. Gender disparities remain entrenched, with female labor force participation stagnating below 25% and home-based workers experiencing a 40% decline in real wages. Moreover, the gig economy, despite its 55% growth in digital freelancing, exacerbates precarity, as 60% of workers report income instability and lack access to social protection. The study highlights systemic policy gaps and advocates for inclusive social protection frameworks to address the vulnerabilities of Pakistanโ€™s informal workforce, which constitutes 70% of the labor force. By bridging historical data with projected trends, this research contributes to under-documented lived experiences and informs urgent policy interventions to mitigate socio-economic risks in the face of automation, climate migration, and financialization.

1               Introduction

Pakistanโ€™s social peripheryโ€”comprising informal laborers, rural-urban migrants, religious minorities, and marginalized womenโ€”has long been excluded from formal labor protections, rendering them vulnerable to systemic precarity. Between 2010 and 2025, this vulnerability has intensified due to intersecting crises: macroeconomic instability, climate shocks, and technological disruptions. The countryโ€™s labor market, already characterized by informality, has seen employment security erode further, with informal employment rising from 65% to an estimated 75% of the workforce. This trend reflects broader socio-economic fractures, where GDP growth often fails to translate into stable livelihoods for marginalized groups.[1]

The political and economic landscape of Pakistan during this period has been marked by volatility. Frequent policy shifts, coupled with external shocks such as climate-induced disasters and global economic sanctions, have exacerbated labor market insecurities.[2] For instance, the 2010 and 2022 floods not only displaced millions but also triggered a 15% decline in rural wages, pushing a third of affected households into debt bondage. These disruptions underscore the fragility of employment security among agrarian workers, a group already marginalized by Pakistanโ€™s uneven development trajectory.[3]

Technological advancements, particularly the rise of the gig economy, have introduced new dimensions of precarity. While digital freelancing grew by 55% between 2018 and 2023, 60% of gig workers report income instability and lack access to health insurance or pensions. This paradox highlights how technological shifts, often framed as opportunities for economic inclusion, can instead deepen existing inequalities.[4] Gender disparities further compound these challenges, with female labor force participation stagnating below 25% and home-based workers experiencing a 40% decline in real wages since 2020.

This study seeks to bridge critical gaps in policy discourse by synthesizing historical data with projected trends. We hypothesize that systemic vulnerabilitiesโ€”rooted in political instability, climate fragility, and labor market informalityโ€”have intensified precarity among Pakistanโ€™s social periphery. Our mixed-methods approach combines quantitative analysis of Pakistan Bureau of Statistics datasets with qualitative insights from 500 interviews and 10 Focus Group Discussions, offering a granular understanding of lived experiences. The Delphi Method further extends our analysis to forecast post-2025 challenges, including automation risks and climate migration.

The remainder of this paper is organized as follows: Section 2 details the research design and methods, Section 3 presents the results and analysis, Section 4 discusses policy implications, and Section 5 concludes with recommendations for inclusive social protection frameworks. By centering the voices of marginalized workers, this study aims to inform urgent interventions that address the intersectional precarity shaping Pakistanโ€™s labor market.

2               Research Design and Methods

The study employs a mixed-methods framework to capture the multidimensional nature of employment insecurity among Pakistanโ€™s social periphery. This approach integrates quantitative labor market analyses, qualitative explorations of lived experiences, and expert-driven forecasting to triangulate findings across temporal and spatial scales.

2.1         Quantitative Data Collection and Analysis

Longitudinal labor force data from the Pakistan Bureau of Statistics (PBS) (2010โ€“2023) and World Bank datasets form the backbone of the quantitative analysis. Key metrics include informal employment rates, wage trends, and sectoral shifts, disaggregated by gender, geography, and religious affiliation. Regression models assess correlations between macroeconomic indicators (e.g., GDP growth, inflation) and employment security, controlling for climate shocks using flood impact data from the National Disaster Management Authority. The inverse relationship between GDP growth and employment quality challenges conventional development paradigms that prioritize macroeconomic stability over labor market inclusivity.[10] This paradox suggests that growth-oriented policies alone cannot address precarity among the social periphery without targeted interventions to redistribute economic gains.

The projected intensification of automation, climate migration, and debt traps by 2025 necessitates urgent policy recalibration. Automation risks displacing 18-45% of workers in manufacturing and low-skill gig jobs according to Delphi projections, while climate-induced labor migration may swell urban informal settlements by 30%. These intersecting crises demand a three-pronged policy response: extending social protection to informal workers, creating adaptive safety nets for climate migrants, and regulating platform work to prevent algorithmic exploitation.

A viable policy framework must address implementation gaps in existing initiatives like the Sindh Home-Based Workers Act. Lessons from Brazilโ€™s Unified Registry for Social Programs suggest that integrating informal workers into national databases through mobile registration drives could overcome coverage barriers.[11] Simultaneously, climate adaptation policies should incorporate labor market safeguards, such as wage insurance for displaced agrarian workers modeled after Bangladeshโ€™s Climate Bridge Fund.[12]

The studyโ€™s qualitative narratives reveal that precarity is not merely an economic condition but a lived experience of systemic exclusion. A national database documenting these experiences could inform advocacy efforts, as demonstrated by Indiaโ€™s Working Peoplesโ€™ Charter movement.[13] Such evidence-based advocacy must target the root causes of informality, including regressive taxation that incentivizes off-the-books employment and financial exclusion that perpetuates debt bondage.

Methodological constraints in this research, particularly the reliance on self-reported income data and the Delphi panelโ€™s inherent subjectivity in forecasting, suggest avenues for future work. Longitudinal studies tracking the same workers through climate and economic shocks could yield more precise vulnerability assessments. Comparative research across South Asian labor markets may identify transferable policy solutions, while ethnographic work could unpack how religious and gender identities intersect with platform-mediated work.

The gig economyโ€™s dual natureโ€”as both an escape from traditional exploitation and a new vector of precarityโ€”underscores the need for regulatory innovation. Pakistan could pilot portable benefit systems tied to digital work histories, building on experiments in California and the EU.[14] Without such interventions, the convergence of automation, climate stress, and financialization threatens to deepen existing inequalities, leaving Pakistanโ€™s social periphery increasingly vulnerable to systemic shocks.

5               Conclusion

This study has systematically documented the erosion of employment security among Pakistanโ€™s social periphery from 2010 to 2025, revealing a widening โ€œSecurity Gapโ€ between macroeconomic growth and labor market precarity. The findings demonstrate that informalization, climate shocks, and platform-mediated work have collectively destabilized livelihoods, with marginalized groupsโ€”particularly women, religious minorities, and climate-displaced workersโ€”bearing disproportionate risks. The inverse relationship between GDP growth and employment quality challenges conventional development narratives, exposing systemic failures in redistributing economic gains. The research underscores the urgent need for policy frameworks that bridge this Security Gap through innovative social protections. The study further identifies glacial melt as a catalyst for interstate tensions over shared water resources, highlighting how environmental degradation escalates geopolitical strain. 1               Introduction

The intersection of climate change and security has emerged as a critical area of inquiry, particularly in regions where environmental stressors intersect with preexisting socioeconomic vulnerabilities. South Asia, characterized by dense populations, agrarian economies, and transboundary ecological systems, exemplifies this convergence. Existing literature frames climate-induced displacement as a โ€œthreat multiplier,โ€[1] amplifying instability through resource scarcity, forced migration, and geopolitical friction. However, traditional security paradigms remain anchored in state-centric models that prioritize territorial sovereignty over adaptive governance, a gap this research seeks to address.

The contribution of this study lies in its systematic examination of how climate displacement reconfigures security dynamics in South Asia. While prior work has explored regional climate-security linkages,[2] few studies interrogate the role of borders as contested sites where environmental and security imperatives collide. We advance this discourse by demonstrating how rigid border frameworks exacerbate human insecurity while failing to mitigate displacement drivers. For example, coastal erosion in deltaic regions displaces communities whose cross-border movement is criminalized, transforming a climate adaptation strategy into a perceived security threat.[3]

This research is guided by three key questions: (1) How do climate stressors generate displacement patterns with cross-border security implications? (2) What institutional blind spots prevent effective responses to climate-driven mobility? (3) How might border management evolve to address these challenges? The objective is to critique exclusionary security models and propose cooperative frameworks that reconcile mobility with stability.

The study builds on foundational work linking climate change to transnational security threats,[4] yet diverges by centering South Asiaโ€™s unique geopolitical context. Here, shared river systems and densely populated low-lying coasts create displacement pathways that transcend national boundaries. Recent analyses highlight how glacial melt and erratic monsoon patterns intensify these dynamics,[5] but few integrate these insights with border governance critiques.

2               Case Descriptions

The following cases illustrate how climate stressors in South Asia generate distinct displacement patterns, each with unique implications for regional security. These examples highlight the inadequacy of conventional border frameworks in addressing environmental mobility.

2.1         Coastal Erosion and Irregular Cross-Border Migration

Deltaic regions such as the Sundarbans and the Ganges-Brahmaputra-Meghna basin face accelerating land loss due to rising sea levels and intensified cyclonic activity. Saline intrusion renders agricultural land unproductive, displacing communities reliant on subsistence farming. Initial displacement is often internal, with affected populations relocating to urban peripheries. However, diminishing livelihood opportunities in overcrowded cities eventually push migrants toward international borders. For instance, displaced farmers from Bangladeshโ€™s coastal zones increasingly cross into Indiaโ€™s northeastern states, where porous borders and informal labor markets facilitate irregular entry. State responses typically frame such movement as illegal migration, triggering heightened surveillance and securitization of border zones. This dynamic transforms climate refugees into perceived security threats, reinforcing exclusionary policies that neglect the environmental drivers of displacement.

2.2         River Flooding and Urban Instability

The Indus, Ganges, and Brahmaputra river systems exhibit heightened hydrological volatility, with monsoon rains causing recurrent, large-scale flooding. Annual displacements number in the millions, predominantly within national boundaries. For example, Pakistanโ€™s 2022 floods displaced over 7 million people, many of whom relocated to Karachi and Hyderabad. Such inflows strain urban infrastructure, leading to the rapid expansion of informal settlements in flood-prone areas. Competition for housing, water, and employment exacerbates tensions between host communities and displaced groups, occasionally escalating into localized violence. Municipal authorities, already grappling with inadequate resources, struggle to manage these pressures, creating governance vacuums that non-state actors may exploit. Unlike cross-border displacement, this internal movement generates indirect security risks by eroding social cohesion and institutional capacity.

2.3         Glacial Melt and Transboundary Resource Tensions

The Hindu Kush Himalaya, which feeds South Asiaโ€™s major rivers, is experiencing glacial retreat at twice the global average rate. Downstream effects include short-term flood risks and long-term water scarcity, disrupting agrarian economies in northern India, Nepal, and Pakistan. 3               Findings and Discussion

The analysis of climate-induced displacement in South Asia reveals complex security challenges that transcend traditional state-centric frameworks, necessitating a reevaluation of existing governance approaches. The following sections explore these dynamics through legal, urban, environmental, and geopolitical lenses, highlighting the urgent need for adaptive and cooperative solutions.

3.1         Legal and Security Challenges in Climate Displacement

The absence of formal legal recognition for climate-displaced populations creates a protection gap that exacerbates human insecurity while generating new security dilemmas. Unlike refugees fleeing persecution under the 1951 Refugee Convention,[6] those displaced by environmental factors lack guaranteed rights to asylum or non-refoulement. This legal vacuum forces affected individuals into irregular migration channels, where they become vulnerable to exploitation and border criminalization. For example, Bangladeshi farmers displaced by saline intrusion often cross into India without documentation, where they face detention or deportation.[7]

Security institutions frequently respond to such movements with exclusionary measures rather than adaptive strategies. Border militarization in Indiaโ€™s northeastern states illustrates this trend, where fencing and increased patrols aim to deter irregular crossings but fail to address the underlying environmental drivers.[8] This securitization of climate mobility transforms humanitarian needs into perceived threats, reinforcing a cycle of vulnerability and repression. The Sundarbans region exemplifies this tension, as displaced communities navigating mangrove forests are framed as โ€œillegal infiltratorsโ€ rather than victims of ecological collapse.[9]

Humanitarian-Security Collisions: Border zones become arenas where competing narratives of protection and sovereignty collide. While humanitarian actors advocate for safe migration corridors, security agencies prioritize territorial control, often disregarding the inevitability of climate-driven movement. This dichotomy is evident in the Bengal delta, where naval patrols intercept boats carrying displaced families, treating them as potential security risks rather than climate refugees.[10] Such responses contravene emerging norms on human mobility in climate change frameworks like the Global Compact for Migration.[11]

The 2015 Paris Agreement acknowledges displacement risks but avoids binding commitments.[12] Regional initiatives like the South Asian Association for Regional Cooperation (SAARC) have similarly failed to institutionalize protection mechanisms, despite repeated calls for a coordinated approach.[13] This legal stagnation perpetuates ad hoc responses that prioritize short-term containment over long-term adaptation.

Normative Tensions: The securitization of climate migration reflects deeper contradictions in how states perceive environmental mobility. While climate adaptation policies increasingly recognize planned relocation as a strategy, cross-border movement remains stigmatized as a security threat.[14] This paradox underscores the need for legal frameworks that decouple climate displacement from criminality, potentially through regional agreements or amendments to refugee law. The Nansen Initiativeโ€™s Protection Agenda offers a template for such reforms, though its implementation in South Asia remains limited.[15]

The legal and security challenges examined here reveal systemic failures in addressing climate displacement as a structural rather than exceptional phenomenon. Without formal recognition of environmental mobility rights, states will continue to deploy exclusionary measures that heighten human vulnerability while failing to mitigate displacement drivers. This impasse demands innovative governance models that reconcile sovereignty with ecological interdependence.

3.2         Urban Insecurity and Governance Issues from Internal Displacement

The cascading effects of climate-induced internal displacement create profound urban security challenges that existing governance structures struggle to address. As rural populations flee environmental degradation, secondary cities across South Asia absorb disproportionate inflows, with Karachi, Dhaka, and Kathmandu experiencing particularly acute pressures. These urban centers, already burdened by inadequate infrastructure and weak institutional capacity, become sites of compounded vulnerability where environmental and social risks intersect.

Infrastructure Strain and Spatial Fragmentation: Unplanned settlements proliferate in hazardous zones such as floodplains or unstable hillsides, as displaced populations seek affordable shelter. Urban planning documents rarely account for climate migration projections, while disaster management agencies focus on immediate relief rather than long-term integration.[21] This institutional mismatch is evident in Hyderabad, where post-flood resettlement programs have displaced communities to peripheral zones without livelihood options, perpetuating cycles of poverty and instability.[22]

Non-State Actor Proliferation: Governance vacuums in displacement-affected urban areas create opportunities for non-state actors to assume service provision roles. In Karachiโ€™s Orangi Township, militant groups have capitalized on water shortages to build parallel governance structures, further eroding state authority.[23] Such dynamics demonstrate how climate-induced internal displacement can indirectly facilitate armed group recruitment and territorial control.

The urban security challenges examined here reveal a fundamental disconnect between climate adaptation and urban governance. Current approaches treat displacement as a temporary humanitarian crisis rather than a permanent feature of South Asiaโ€™s urban future. Addressing this gap requires transformative planning frameworks that anticipate migration flows, allocate resources equitably, and integrate displaced populations into urban systems. Without such reforms, secondary cities will remain pressure points where environmental and social instability converge.

3.3         Environmental Change and Interstate Tensions

The accelerating pace of environmental degradation in South Asia is reshaping interstate relations, with shared ecological systems becoming focal points for geopolitical competition. Unlike traditional security threats rooted in territorial disputes, these tensions emerge from the mismanagement of transboundary resources under climate stress, creating complex challenges that conventional diplomacy struggles to address.

Water Scarcity as a Conflict Multiplier: The Hindu Kush Himalayan glaciers, which feed South Asiaโ€™s major river systems, are retreating at unprecedented rates, altering water availability downstream. This phenomenon creates a paradox of simultaneous flood risks and long-term water scarcity, with profound implications for agrarian economies. The Indus River system exemplifies this tension, where reduced glacial meltwater intensifies competition between India and Pakistan under the strained Indus Waters Treaty framework.[24] Monitoring stations along the Chenab River have recorded 19% declines in dry-season flows since 2000, exacerbating irrigation shortages in Pakistanโ€™s Punjab region while increasing Indiaโ€™s hydroelectric dam construction.[25] Such developments transform hydrological changes into political flashpoints, as seen in the 2019 Pulwama crisis where water disputes compounded broader hostilities.[26]

Data Gaps and Monitoring Challenges: Asymmetric information flows exacerbate interstate distrust, particularly regarding shared water resources.[34] Similarly, Pakistanโ€™s objections to Indian hydroelectric projects stem partly from inadequate technical consultations under the Indus Treatyโ€™s conflict resolution mechanisms.[35]

The environmental change-interstate tension nexus reveals fundamental flaws in South Asiaโ€™s security architecture. By treating ecological interdependence as a zero-sum competition rather than a shared challenge, states perpetuate cycles of mistrust that undermine regional stability. Addressing this requires innovative diplomacy that prioritizes joint monitoring systems, adaptive water-sharing agreements, and the demilitarization of conservation zones. Without such reforms, climate change will continue to erode the foundations of interstate cooperation in this strategically vital region.

3.4         Impact of Climate-Induced Displacement on South Asiaโ€™s Security Landscape

The cumulative effects of climate-induced displacement are fundamentally altering South Asiaโ€™s security architecture, eroding traditional distinctions between internal and external threats while exposing the limitations of state-centric response mechanisms. As demonstrated by the case studies, environmental stressors generate displacement patterns that simultaneously challenge domestic governance structures and cross-border stability frameworks, creating complex security dilemmas that defy conventional categorization.

Blurring of Security Domains: The conventional separation between internal security (maintaining law and order) and external security (border defense) becomes increasingly untenable as climate displacement creates hybrid threats. For instance, coastal erosion in Bangladesh generates cross-border migration that Indian security forces treat as an external threat, while simultaneously straining West Bengalโ€™s internal capacity to manage population inflows.[36] This convergence is particularly evident in border regions like Assam, where climate migrants are framed as both โ€œillegal infiltratorsโ€ and catalysts for local resource conflicts.[37] Security institutions, structured around rigid jurisdictional divisions, struggle to address these interconnected challenges through singular operational paradigms.

Non-Linear Threat Escalation: Unlike traditional security threats with identifiable actors and clear escalation pathways, climate displacement generates diffuse risks that propagate through social and economic systems. The 2022 Pakistan floods exemplify this dynamic, where initial displacement triggered secondary security effects including urban unrest, healthcare system collapse, and armed group recruitment in Balochistan.[38] Such cascading impacts reveal how environmental shocks can bypass conventional early warning systems, overwhelming institutional response capacities before threats are fully recognized.

Sovereignty Paradoxes: Climate displacement exposes contradictions in how states exercise territorial control. While governments assert sovereignty through border hardening (e.g., Indiaโ€™s border fencing with Bangladesh), they simultaneously fail to protect populations within their borders from climate impacts.[39] This creates a perverse dynamic where states invest more in excluding displaced people than in preventing the conditions that force displacement. The Sundarbans region illustrates this tension, as both India and Bangladesh prioritize border patrols over mangrove conservation, despite the latter being more effective at preventing climate-driven migration.[40]

Human Security Erosion: Traditional security frameworks prioritize state stability over individual wellbeing, often exacerbating vulnerabilities for displaced populations. In Nepalโ€™s Himalayan regions, glacial retreat has displaced herding communities who face arrest when crossing international borders for pasture, despite having no alternative livelihood options.[41] This criminalization of survival strategies reveals how rigid security approaches can undermine the very populations they purport to protect.

Institutional Adaptation Gaps: Security sector institutions remain poorly equipped to address the temporal dimensions of climate displacement. Unlike sudden conflict-induced displacement, climate migration often occurs gradually, allowing policymakers to defer action until crises erupt. The Ganges-Brahmaputra delta has seen salinity intrusion displace communities over decades, yet regional security planning continues to treat such movements as exceptional rather than inevitable.[42] This temporal mismatch between environmental change and institutional response creates persistent governance gaps.

Emerging Security Paradigms: Some security actors are beginning to recognize climate displacement as a structural rather than episodic challenge. The Bangladesh Armed Forcesโ€™ inclusion of climate scenarios in military exercises represents tentative progress, though operational doctrine remains focused on traditional threats.[43] Similarly, Indiaโ€™s National Disaster Management Authority has expanded its mandate to include climate migration planning, but lacks coordination with border security agencies.[44]

The transformation of South Asiaโ€™s security landscape demands fundamental reevaluation of institutional priorities and operational frameworks. Climate displacement does not merely represent another security challenge to be added to existing agendasโ€”it necessitates reimagining the very foundations of how security is conceptualized and implemented in an era of environmental breakdown. The following section explores how adaptive and cooperative approaches might address these systemic challenges.

3.5         Need for Adaptive and Cooperative Border Frameworks

The inadequacy of traditional border control mechanisms in addressing climate-induced displacement necessitates a paradigm shift toward adaptive governance models that recognize mobility as an essential adaptation strategy. Rigid border regimes predicated on exclusion and deterrence fail to account for the inevitability of climate-driven migration, often exacerbating human insecurity while doing little to mitigate underlying environmental stressors. Emerging research demonstrates that flexible border management approaches yield superior outcomes in regions experiencing climate displacement pressures.[45]

Mobility as Adaptation: Empirical evidence from South Asiaโ€™s climate hotspots reveals that migration frequently serves as a rational response to environmental degradation rather than a security threat. In the Bengal delta, seasonal labor migration patterns have long functioned as a coping mechanism for agricultural disruptions caused by salinity intrusion.[46] However, contemporary border policies criminalize these traditional mobility pathways, forcing displaced populations into irregular channels that heighten vulnerability to exploitation. Recognizing migration as a legitimate adaptation strategy would require legal frameworks that permit temporary or circular movement across borders during environmental stress periods, similar to the ECOWAS protocol on free movement in West Africa.[47]

Regional Cooperation Mechanisms: Effective responses to climate displacement demand institutionalized cooperation that transcends bilateral tensions. The Himalayan river systems exemplify this imperative, where glacial melt affects multiple downstream states simultaneously. A potential model exists in the Mekong River Commissionโ€™s data-sharing and joint planning mechanisms, which could be adapted to South Asian contexts despite geopolitical complexities.[48] SAARCโ€™s dormant Climate Change Center could be revitalized to coordinate displacement forecasting and resource allocation, moving beyond its current limited role in information exchange.[49]

Integrated Early Warning Systems: Technological advancements enable more sophisticated prediction of displacement triggers, yet these tools remain disconnected from border management strategies. Satellite monitoring of coastal erosion in the Sundarbans, for instance, provides 12-18 month lead times on potential displacement events, but this data rarely informs border security preparations.[50] Linking such systems to adaptive border protocols could enable preemptive humanitarian corridors or temporary protection arrangements, reducing chaotic migration scenarios that often trigger securitized responses.

Community-Based Border Governance: Top-down border enforcement frequently disregards local cross-border networks that have historically managed environmental variability. In the Thar Desert region straddling India and Pakistan, traditional pastoralist communities developed intricate water-sharing arrangements that contemporary border policies now disrupt.[51] Empowering local institutions to manage climate-driven mobility through community visa programs or cross-border resource cooperatives could mitigate tensions while preserving ecological knowledge.

Security Sector Reform: Border security agencies require retraining to distinguish between climate-displaced populations and conventional security threats. Pilot programs in Nepalโ€™s border districts have shown promise by incorporating climate literacy into border guard training, reducing violent confrontations with displaced herders.[52] Such initiatives must be scaled regionally, with joint exercises simulating climate migration scenarios to build interoperability among South Asian security forces.

Legal Innovation Pathways: Existing international frameworks provide foundations for progressive reform. The Global Compact on Refugees explicitly references climate drivers of displacement, offering a normative basis for regional protection agreements.[53] Similarly, the Sendai Frameworkโ€™s emphasis on cross-border disaster risk reduction could be operationalized through SAARC to address slow-onset climate impacts.[54]

Economic Integration Leverage: Climate displacement pressures create unexpected opportunities for deeper regional economic cooperation. The BBIN Motor Vehicles Agreement could be expanded to include provisions for labor mobility during climate shocks, pairing infrastructure development with adaptive migration pathways.[55] Such economic incentives may overcome political resistance to border flexibility, as seen in the EUโ€™s visa facilitation policies for neighboring climate-vulnerable states.[56]

The transition from rigid border control to adaptive management requires confronting entrenched security paradigms that equate sovereignty with exclusion. South Asiaโ€™s experience demonstrates that climate displacement cannot be stopped by physical barriers or punitive measuresโ€”it can only be managed through cooperative frameworks that acknowledge ecological interdependence. While political obstacles remain substantial, the costs of inaction increasingly outweigh the risks of innovation in border governance. The regionโ€™s future stability hinges on its ability to reimagine borders as dynamic interfaces for managing shared environmental challenges rather than static lines of defense against inevitable human mobility.

4               Conclusion

This study has demonstrated how climate-induced displacement in South Asia fundamentally challenges conventional security paradigms by blurring the boundaries between internal and external threats. The research reveals that environmental stressorsโ€”coastal erosion, river flooding, and glacial meltโ€”generate complex displacement patterns that transcend national borders while simultaneously destabilizing domestic governance structures. A key contribution lies in exposing the limitations of state-centric security models that criminalize climate mobility rather than addressing its root causes. The findings underscore that rigid border control mechanisms not only fail to prevent displacement but often exacerbate human insecurity while neglecting the ecological interdependencies that drive regional instability. Looking ahead, the study highlights an urgent need for research that bridges the gap between climate adaptation and security policy. Future investigations should explore how regional institutions can operationalize adaptive border management in politically contested environments, particularly through joint early warning systems and community-based governance models. The broader implications suggest that South Asiaโ€™s experience offers critical lessons for other climate-vulnerable regions, where environmental change is similarly reshaping security landscapes. Addressing these challenges requires moving beyond traditional notions of sovereignty to develop cooperative frameworks that recognize human mobility as an inevitable and necessary response to ecological transformation.

Decolonizing Security Studies: A Starter Guide for Students

When you hear the word “security,” what comes to mind?

For most students, the image is clear: Soldiers at a border. Tanks on a parade. Spy satellites in space. Presidents signing treaties.

This is the traditional view of security. It is not wrong. But it is incomplete.

Imagine a mother in rural Sindh. Her worry is not a foreign army. Her worry is the tube well that has run dry. Her worry is the price of flour. Her worry is whether her daughter can walk to school without fear.

Is this not security? If her water runs out, her family cannot survive. If her daughter is unsafe, her community loses its future. Yet, in most university textbooks, these worries are called “social issues,” not “security issues.”

This is what we mean when we talk about decolonizing security studies. It is not about burning books or rejecting all Western ideas. It is about widening the lens. It is about asking: Whose security counts? And who gets to decide?

As students in Pakistan and the Global South, you are standing at a unique crossroads. You are learning theories written in London and Washington, but you are living realities in Lahore and Karachi. This guide is here to help you bridge that gap.

What Is “Decolonizing”?

Let us keep this simple. To “colonize” means to take over. For a long time, Western powers took over land, resources, and also ideas.

In security studies, this means the questions we ask are often the questions Western powers care about. They care about nuclear weapons, international terrorism, and trade routes. So, universities teach these as the most important topics.

To “decolonize” means to bring other questions back to the table. It means saying: Water security is just as important as nuclear security. Women’s safety is just as important as border safety.

It does not mean ignoring the army or the government. It means recognizing that a state can have a strong army but still be insecure if its people are hungry or fearful.

The Western Default: What You Need to Know

Most standard International Relations (IR) textbooks rely on something called “Realism.” This theory says the world is dangerous, and the only thing that matters is state power.

This theory was built during the Cold War, mostly by men in Europe and America. It worked for explaining why the US and USSR did not fight directly. But does it explain why a flood in Pakistan can displace millions? Does it explain how climate change fuels conflict in Africa?

Not really.

When you study security using only this default setting, you miss half the picture. You might understand why two countries are arguing, but you will not understand why the people living between them are suffering.

As we discussed in our mission piece, Why ‘Beyond Western Frames’ Matters in 2026, relying on one manual for a different car leads to breakdowns. The same is true for security theory.

A Toolkit: Three Questions to Ask

So, how do you start decolonizing your own thinking? You do not need to wait for a new textbook. You can start with your next assignment.

Whenever you read a security analysisโ€”or write oneโ€”ask these three questions:

1. Who is being secured?
Is the article talking about protecting the government’s power? Or is it talking about protecting the people’s lives? Sometimes these match. Often, they do not.

2. What is the threat?
Is the threat only a foreign enemy? Or could the threat be disease, poverty, or environmental collapse? In 2026, a virus or a heatwave can kill more people than a bullet.

3. Whose voice is missing?
Look at the sources. Are all the experts men? Are they all from big cities? Are they all from powerful countries? If yes, the analysis is likely missing something crucial.

Why This Matters for Pakistan

You might wonder: This sounds philosophical. How does it help me in Pakistan?

It helps because it changes how we solve problems.

For decades, Pakistan’s security debate has been dominated by traditional views. Heavy focus on borders, military strength, and geopolitical alliances. These are vital. But look at the challenges we face today.

  • Climate Security: The 2022 floods showed us that water is a security threat. A decolonized approach puts climate adaptation at the center of national security policy, not just the environment ministry.
  • Human Security: When young people cannot find jobs, they become vulnerable to extremism. A decolonized approach sees economic opportunity as a security strategy, not just an economic one.
  • Gender Security: When women are unsafe in public spaces, half the population cannot contribute fully to society. A decolonized approach sees gender equality as a national security priority.

By widening the definition, we do not weaken the state. We strengthen it. A state is only as secure as its most vulnerable citizen.

Moving Forward: You Are the Researcher

Decolonizing security studies is not just for professors. It is for you.

You have access to information your grandparents could not imagine. You can talk to farmers about water. You can interview shopkeepers about inflation. You can look at data that was once secret.

Do not just repeat what the textbooks say. Test them against your reality.

If a theory says states are the only important actors, but you see NGOs saving lives during a disaster, note that. If a report says a region is “unsafe” because of militants, but locals say they feel safe because of community councils, write that down.

Your perspective is not “lesser” because it is local. It is essential because it is real.

1               Introduction

United Nations peace operations have evolved into complex mechanisms for maintaining international security and promoting human rights.[1] Within this framework, the role of women in peacekeeping has gained prominence, particularly in addressing gender-specific challenges in conflict zones.[2] Pakistan, as one of the largest contributors to UN peacekeeping missions, presents a unique case study due to its increasing deployment of female police officers in these operations.[3] This study investigates how their participation influences Pakistanโ€™s international image, advances gender equality, and shapes domestic perceptions of women in law enforcement.

The integration of women into peacekeeping aligns with broader UN initiatives to enhance operational effectiveness through gender-sensitive approaches.[4] Research suggests that female officers improve community engagement, particularly in societies where cultural norms restrict male-female interactions.[5] However, the specific contributions of Pakistani women in this context remain underexplored, despite their growing presence in missions such as those in Liberia and South Sudan.[6] This gap is critical given Pakistanโ€™s dual status as a major peacekeeping contributor and a society with evolving gender norms in policing.[7]

The primary objective of this research is to analyze how Pakistani women police officers perceive their role in UN missions and how their participation affects three interconnected dimensions: (1) Pakistanโ€™s soft power projection, (2) gender progress within law enforcement, and (3) public trust in female officers. The study hypothesizes that their deployment strengthens diplomatic ties, challenges traditional gender roles, and fosters societal acceptance of women in security sectors. These assumptions are tested through a mixed-methods design that captures both statistical trends and narrative experiences.[8]

This research contributes to existing literature in two key ways. First, it provides empirical evidence on how gender-inclusive peacekeeping operates in practice, moving beyond theoretical frameworks.[9] Second, it examines the bidirectional impact of such deploymentsโ€”both on host communities and the officersโ€™ home institutionsโ€”a perspective often overlooked in studies focused solely on mission outcomes.[10] The findings have implications for policymakers aiming to balance operational demands with transformative gender agendas.

The remainder of this paper is organized as follows: Section 2 details the mixed-methods methodology, Section 3 presents quantitative and qualitative results, Section 4 discusses their implications for theory and practice, and Section 5 concludes with recommendations for future research and policy. By bridging the gap between international peacekeeping norms and local gender dynamics, this study offers a nuanced understanding of how women from traditionally conservative policing systems navigate and reshape global security paradigms.

2               Methodology

This study employed a mixed-methods research design to comprehensively examine the role of Pakistani women police officers in UN peacekeeping missions. The methodological framework integrated qualitative insights from semi-structured interviews with quantitative analysis of response patterns, allowing for triangulation of findings.

2.1         Participant Selection and Sampling

The research team employed purposive sampling to select eleven Pakistani police officers with direct experience in UN peacekeeping operations. The sample included representatives from three hierarchical levels: Deputy Superintendents (n=4), Assistant Sub-Inspectors (n=3), and Senior Patrol Officers (n=4). This stratification ensured representation across operational and command roles, capturing diverse perspectives on peacekeeping experiences. Participants were recruited through official channels of Pakistanโ€™s police service, with selection criteria requiring at least one completed UN mission deployment.

2.2         Data Collection Instruments

A semi-structured interview protocol was developed, consisting of five core questions (Table 1) designed to assess perceptions across three thematic areas: national image projection, gender progress, and public trust. The instrument underwent pilot testing with two retired female officers to refine question clarity and cultural appropriateness.

Interviews were conducted in Urdu and English, averaging 45 minutes in duration. All sessions were audio-recorded with consent, transcribed verbatim, and translated where necessary while preserving linguistic nuances.

2.3         Analytical Framework

Quantitative data from closed-ended questions were coded into a three-point scale (Agree=1, Neutral=0, Disagree=-1) and analyzed using chi-square tests. The statistical model examined associations between variables through the equation:

For qualitative analysis, transcripts underwent thematic coding via NVivo software. An iterative process identified emergent patterns through open coding (initial categorization), axial coding (relationship mapping), and selective coding (core theme integration). Inter-coder reliability reached 0.82 (Cohenโ€™s ฮบ), ensuring analytical rigor.

2.4         Ethical Considerations

The study adhered to Declaration of Helsinki guidelines, obtaining approval from the institutional review board of [Blinded Institution]. Participants received written and verbal explanations of research objectives, with signed consent forms ensuring voluntary participation. All identifiers were removed during data processing, with pseudonyms (e.g., PO-1, PO-2) used in reporting.

The methodological approach addressed limitations through several safeguards:

3               Results

The findings present a multifaceted view of Pakistani women police officersโ€™ experiences in UN peacekeeping, revealing both strong consensus on certain issues and nuanced perspectives on others. Quantitative results highlight statistically significant patterns, while qualitative insights provide depth to these trends, offering a comprehensive understanding of their roles and impacts.

3.1         Statistical Significance of Womenโ€™s Participation and National Image

The chi-square analysis revealed a robust association between respondentsโ€™ support for Pakistani womenโ€™s participation in peacekeeping missions and their perception of national image benefits ฯ‡2(1,N=9)=9.0,p=0.003ฯ‡^2 (1,N=9)=9.0,p=0.003. This statistically significant relationship indicates that officers who endorsed female participation overwhelmingly viewed it as enhancing Pakistanโ€™s soft power projection. As illustrated in Figure 1, 85.71% of respondents agreed that women should join UN missions, with none expressing disagreement across all surveyed topics.

Operational Impact: Qualitative data contextualized these findings, with participants describing how their presence altered host communitiesโ€™ perceptions of Pakistan. One Deputy Superintendent noted: โ€œLocal women in [mission country] saw our uniforms and asked if Pakistan allowed female officers. Our visibility became a diplomatic toolโ€ [PO-3]. This aligns with theoretical frameworks positing that gender-diverse peacekeeping forces enhance mission legitimacy.[11]

Image Projection Mechanisms: Three primary pathways emerged through which participation influenced national image:

  1. Symbolic Representation: Uniformed women serving as visual markers of Pakistanโ€™s progressive policies
  2. Operational Competence: Demonstrated effectiveness in community policing challenging stereotypes
  3. Cross-cultural Exchange: Personal interactions reshaping international perceptions of Pakistani society

The strength of the quantitative association ( , indicating perfect correlation in this sample) suggests that support for participation and image enhancement are mutually reinforcing constructs among deployed officers. However, the small sample size warrants caution in generalizing these effects to broader populations.

Comparative Context: These findings extend prior research on gender and peacekeeping[12] by demonstrating how participation metrics correlate with perceptual outcomes. The absence of negative responses contrasts with studies documenting resistance to female officers in some conservative policing cultures,[13] suggesting that UN service may foster more progressive attitudes among participants themselves.

Limitations: While the statistical significance is robust, the dichotomous nature of responses (Agree/Neutral) limits granularity in assessing intensity of beliefs. Future research could employ continuous scales to capture more nuanced variations in perception strength. Nevertheless, these results provide empirical support for policy initiatives linking womenโ€™s peacekeeping roles to diplomatic objectives.

The consistency between quantitative and qualitative data underscores the transformative potential of female participation, both for individual officers and national reputation-building. As one Assistant Sub-Inspector summarized: โ€œWe werenโ€™t just keeping peaceโ€”we were changing what people thought possible for Pakistani womenโ€ [PO-7]. This dual impact highlights the strategic value of gender-inclusive deployments in contemporary peace operations.

3.2         Non-Significant Associations with Womenโ€™s Role in Awareness and Advancement

While the study identified strong consensus regarding womenโ€™s participation in peacekeeping and its diplomatic benefits, analysis revealed no statistically significant association between these factors and perceptions of gender progress within law enforcement. The chi-square test for the relationship between support for womenโ€™s role (Question 3) and beliefs about their contribution to awareness and advancement yielded ฯ‡2(1,N=8)=2.0,p=0.367ฯ‡^2 (1,N=8)=2.0,p=0.367, indicating that these variables operate independently within the sampled population.

Response Distribution Patterns: As shown in Figure 1, while 66.67% of respondents agreed that womenโ€™s participation in UN missions advances gender progress, the remaining 33.33% expressed neutral views. This divergence suggests that officers may compartmentalize their endorsement of international service from its perceived domestic impacts. One Senior Patrol Officer articulated this distinction: โ€œOur work abroad proves womenโ€™s capabilities, but changing minds back home requires different battlesโ€ [PO-9]. This sentiment reflects the complex interplay between global visibility and local institutional change.[14]

Institutional vs. Societal Effects: Qualitative data revealed two distinct frameworks through which participants assessed gender progress:

  1. Organizational Advancement: Tangible career opportunities arising from UN experience (e.g., promotions, specialized training)
  2. Cultural Shifts: Broader societal acceptance of women in policing roles

Notably, officers frequently cited the former while expressing skepticism about the latter. A Deputy Superintendent observed: โ€œThe force values our UN credentials, but my male colleagues still question whether mothers should patrol streetsโ€ [PO-2]. This dichotomy aligns with institutional theory perspectives on how external validation (e.g., through international assignments) may accelerate professional recognition faster than cultural norms evolve.[15]

Measurement Challenges: The neutral responses (55.56% across related questions) may reflect methodological limitations in capturing subtle attitudinal changes. As[16] notes, standardized metrics often overlook context-specific manifestations of progress. Participants described incremental changesโ€”such as increased female recruitment or family support for deploymentsโ€”that the agree/neutral/disagree scale failed to differentiate.

Comparative Analysis: These findings contrast with studies documenting stronger perceived linkages between peacekeeping participation and gender equity in other national contexts.[17] The discrepancy may stem from Pakistanโ€™s unique socio-legal environment, where recent legislative reforms (e.g., the 2017 National Action Plan on Women, Peace and Security) coexist with persistent cultural barriers.[18]

Policy Implications: The non-significant association suggests that while UN deployments provide individual career benefits, their transformative potential on systemic gender dynamics may require complementary interventions. As[19] proposes, pre-deployment programs could better equip officers to translate international experiences into domestic advocacy, potentially strengthening the awareness-advancement connection.

The thematic analysis underscores that neutral responses often represented ambivalence rather than indifference. Many officers described observable progressโ€”such as growing numbers of women in specialized unitsโ€”while remaining cautious about declaring systemic change. This nuanced perspective highlights the importance of longitudinal research to track how international service influences gender norms over extended periods.[20]

Methodological Reflection: The lack of significant correlation may also reflect the studyโ€™s focus on officer perceptions rather than objective indicators of gender progress. Future research could triangulate self-reported data with institutional metrics (e.g., promotion rates, harassment complaint resolutions) to provide a more comprehensive assessment of peacekeepingโ€™s domestic impacts. Nevertheless, these findings contribute valuable insights into how frontline practitioners perceive the relationship between international service and local gender dynamics.

3.3         Lack of Significant Findings on Safety and Comfort with Female Police Officers

The analysis of responses concerning public safety perceptions and comfort levels with female officers revealed no statistically significant patterns. The chi-square test for Question 4, which assessed whether civilians feel safer interacting with women police officers, yielded ฯ‡2(1,N=5)=1.25,p=0.741ฯ‡^2 (1,N=5)=1.25,p=0.741, indicating no meaningful association between views on peacekeeping participation and this dimension of public trust. This non-significant finding contrasts with the strong consensus observed in other areas of the study.

As illustrated in Figure 1, responses to this question were evenly divided between agreement (44.44%) and neutral stances (55.56%), with no participants expressing disagreement. This distribution suggests ambivalence rather than opposition, possibly reflecting contextual factors specific to Pakistanโ€™s policing environment. Qualitative interviews provided deeper insights into this phenomenon, with several officers noting that public comfort often depends on situational factors rather than generalized attitudes. One Assistant Sub-Inspector explained: โ€œIn domestic violence cases, families request female officersโ€”but for traffic stops, some still prefer malesโ€ [PO-5]. This situational variability aligns withโ€™[21]s findings on the context-dependent nature of public preferences for officer gender.

The thematic analysis identified three key factors influencing these neutral responses:

  1. Cultural Norms: Traditional gender roles affecting comfort levels in certain interactions
  2. Operational Context: Type of policing activity (e.g., community engagement vs. law enforcement)
  3. Visibility Effects: Public familiarity with female officers through media and local deployments

Notably, participants distinguished between the prestige of UN service and everyday policing realities. A Senior Patrol Officer observed: โ€œAbroad, weโ€™re seen as professionals firstโ€”at home, gender still filters how people approach usโ€ [PO-8]. This dichotomy suggests that international deployments may not directly translate into enhanced domestic public trust, despite their diplomatic value.[22]

The lack of significant findings may also reflect methodological constraints. The questionโ€™s phrasing (โ€œDo you think women feel safer talking to female police officers?โ€) potentially conflated two distinct conceptsโ€”actual safety outcomes and perceived comfort levelsโ€”which[23] identifies as separate dimensions of police-community relations. Future studies could benefit from disaggregating these constructs through more precise measurement tools.

Comparative analysis with regional studies reveals similar patterns. Research in neighboring countries has documented mixed public attitudes toward women in policing, with acceptance varying by demographic factors such as urban/rural residence and education levels.[24] This contextual complexity may explain why neutral responses predominated in our data, as officers likely encountered diverse public reactions across different communities.

The qualitative data nonetheless highlighted instances where female officers reported positive public engagement. Several participants described how their UN experience enhanced their ability to build trust: โ€œAfter managing crowd control in [mission country], I developed techniques that work even with skeptical locals hereโ€ [PO-10]. Such accounts suggest that while statistical significance wasnโ€™t achieved, meaningful interpersonal impacts may occur at the micro-level.

From a policy perspective, these findings underscore the need for targeted community engagement strategies alongside international deployments. As[25] recommends, public education campaigns demonstrating female officersโ€™ competencies could help bridge the gap between their proven capabilities in peacekeeping and residual domestic skepticism. The studyโ€™s neutral response pattern may thus represent a transitional phase in evolving public attitudes rather than entrenched resistance.

Methodologically, the limited number of responses to this particular question (N=5) warrants caution in interpretation. The small cell sizes in the chi-square analysis increase the risk of Type II errors, where genuine associations go undetected. This technical limitation points to the value of larger-scale follow-up studies specifically examining the intersection of peacekeeping service and domestic public trust dynamics.

The officersโ€™ narratives revealed an important nuance: while statistical significance was absent at the aggregate level, individual stories demonstrated how UN experience could indirectly influence public perceptions. One Deputy Superintendent described mentoring local girlsโ€™ groups upon returning from deployment: โ€œThey see the UN medal and start imagining themselves in uniformโ€ [PO-4]. Such ripple effects, though not captured in the quantitative analysis, suggest that peacekeepingโ€™s societal impacts may manifest through channels beyond immediate public comfort metrics.

These findings contribute to ongoing debates about how international policing experience translates into domestic legitimacy. While the results donโ€™t support a direct relationship between peacekeeping participation and enhanced public comfort with female officers, they open avenues for investigating more complex mediation modelsโ€”perhaps where institutional reforms or media representation serve as intervening variables.[26] The predominance of neutral responses particularly invites research into the conditions under which these attitudes might shift toward more definitive positions.

3.4         No Significant Relation Between Peacekeeping Views and Personal Police Aspirations

Examining the potential linkage between officersโ€™ perspectives on women in peacekeeping and their personal career ambitions revealed no statistically significant association. The chi-square analysis for Question 5, which probed respondentsโ€™ willingness to join the Pakistan Police and serve abroad again, yielded ฯ‡2(1,N=5)=1.25,p=0.741ฯ‡^2 (1,N=5)=1.25,p=0.741. This non-significant finding suggests that support for womenโ€™s participation in UN missions operates independently from individual aspirations for continued international service.

The response distribution shown in Figure 1 demonstrates an even split between agreement (44.44%) and neutral positions (55.56%) regarding personal deployment aspirations. This pattern indicates that while officers overwhelmingly endorsed womenโ€™s participation conceptually (85.71% agreement in Question 1), their personal decisions to pursue such opportunities involved additional considerations. A Senior Patrol Officer articulated this distinction: โ€œI believe all qualified women should go, but after two missions, my family needs come firstโ€ [PO-11]. Such comments reflect the complex interplay between professional ideals and personal circumstances that shape career trajectories.[27]

Qualitative analysis uncovered three primary factors contributing to this disconnection between beliefs and intentions:

  1. Family Obligations: Cultural expectations regarding womenโ€™s domestic roles influencing deployment willingness
  2. Career Timing: Strategic considerations about optimal points in oneโ€™s career for international service
  3. Post-Deployment Challenges: Reintegration difficulties affecting enthusiasm for subsequent missions

These findings align withโ€™[28]s framework on how gendered non-work factors differentially impact mobility decisions. Notably, several participants described how their UN experiencesโ€”while professionally rewardingโ€”intensified work-life balance pressures. One Assistant Sub-Inspector noted: โ€œThe mission taught me incredible skills, but explaining a three-year gap in my childrenโ€™s lives stays with meโ€ [PO-6].

The lack of statistical significance contrasts with studies documenting stronger links between peacekeeping service and career ambitions in other national contexts.[29] This discrepancy may stem from structural differences between military and police career pathways, with the latter often offering fewer institutionalized mechanisms for leveraging international experience. As[30] observes, the translation of peacekeeping credentials into domestic advancement varies substantially across law enforcement systems.

Methodologically, the neutral responses may reflect limitations in the questionโ€™s binary framing (would/would not serve again). Several officers expressed conditional willingnessโ€”for instance, depending on mission location or family circumstancesโ€”that the agree/neutral/disagree scale failed to capture. This measurement issue underscoresโ€™[31]s caution about oversimplifying complex deployment decision-making processes.

Comparative analysis with regional studies reveals similar patterns. Research on Bangladeshi female peacekeepers found that while they strongly supported womenโ€™s participation, many hesitated to redeploy due to childcare responsibilities.[32] This parallel suggests that the disconnection between professional beliefs and personal aspirations may reflect broader sociocultural dynamics in South Asian policing contexts.

The qualitative data nonetheless highlighted how UN service could indirectly influence career trajectories. Several participants described how their international experience reshaped their policing philosophy, even if they chose not to redeploy. One Deputy Superintendent reflected: โ€œThe mission changed how I leadโ€”now I mentor junior female officers differentlyโ€ [PO-1]. Such transformative effects, while not reflected in the statistical analysis, indicate that peacekeepingโ€™s professional impacts may manifest in ways beyond repeated deployments.

From a policy perspective, these findings suggest that increasing womenโ€™s participation may require addressing structural barriers beyond attitudinal support. As[33] recommends, initiatives like family support programs or phased reentry protocols could help bridge the gap between officersโ€™ endorsement of peacekeeping and their personal willingness to serve. The predominance of neutral responses particularly highlights the need for more flexible deployment options accommodating diverse life circumstances.

The studyโ€™s limitations in this area include the small subsample (N=5) addressing redeployment intentions, which restricts the generalizability of findings. Additionally, the cross-sectional design couldnโ€™t capture how aspirations might evolve over officersโ€™ careers. Longitudinal research tracking female officers from recruitment through multiple deployment cycles could provide richer insights into these dynamics.[34]

Despite the non-significant quantitative results, the qualitative narratives revealed an important nuance: even officers expressing neutral positions about redeployment frequently described their UN service as career-defining. This paradox suggests that while statistical measures showed no association, experiential accounts demonstrated profound professional impacts. As one participant summarized: โ€œOne mission was enough to change everythingโ€”how I police, how Iโ€™m seen, even how I see myselfโ€ [PO-4].

These findings contribute to emerging literature on the gendered dimensions of international policing careers. While not supporting a direct relationship between peacekeeping views and redeployment intentions, the results highlight the need for more nuanced models that account for institutional, cultural, and personal factors shaping womenโ€™s career decisions in security sectors.[35] The prevalence of neutral responses particularly underscores the value of qualitative approaches in capturing the complexities underlying seemingly straightforward survey answers.

3.5         Summary of Findings on Consensus and Diversity of Opinions

The studyโ€™s results reveal a striking dichotomy between strong consensus on core issues and nuanced diversity in secondary perceptions regarding Pakistani women police officersโ€™ participation in UN peacekeeping missions. While 85.71% of respondents unequivocally supported womenโ€™s involvement in such operationsโ€”with no dissenting voices recordedโ€”the distribution of opinions became markedly more varied when examining broader societal impacts. This pattern suggests that while the principle of female participation enjoys robust endorsement among serving officers, its perceived ripple effects on gender progress and public trust remain subjects of active negotiation rather than settled consensus.

The statistical findings align with qualitative narratives that framed peacekeeping participation as both a professional opportunity and a diplomatic imperative. As one Deputy Superintendent articulated: โ€œOur presence in UN missions proves Pakistanโ€™s commitment to global security and gender equality simultaneouslyโ€ [PO-3]. This dual framing emerged as a unifying theme across interviews, transcending rank and mission experience differences. However, the same officers frequently qualified their enthusiasm when discussing domestic implications, with many adopting measured positions on whether international service translated directly into local gender advancements or enhanced public comfort with female officers.

Three key dimensions of this consensus-diversity dynamic emerged from the integrated analysis:

  1. Operational vs. Symbolic Value: Uniform agreement on womenโ€™s capability to perform peacekeeping functions contrasted with divergent views on how such service influences societal attitudes
  2. Temporal Perspectives: Immediate mission impacts (e.g., community engagement) garnered stronger consensus than long-term institutional changes
  3. Locus of Effect: Clear perceptions of international image benefits coexisted with ambiguous assessments of domestic policing transformations

The response distribution shown in Figure 1 visually encapsulates this pattern, with the stacked bar chart demonstrating near-unanimity on participation questions (85.71% agree) versus more balanced agree/neutral splits for gender progress (66.67%/33.33%) and public trust (44.44%/55.56%) items. This graduated decline in consensus intensity suggests that support for womenโ€™s peacekeeping roles operates on a continuumโ€”most solid when assessing concrete operational contributions, increasingly tentative when considering broader sociocultural ramifications.

Methodologically, the prevalence of neutral responses (55.56% for two key questions) presents both a challenge and an opportunity for interpretation. These responses rarely indicated indifference but rather reflected what one Assistant Sub-Inspector described as โ€œcomplicated realitiesโ€ [PO-5]โ€”situations where officers observed partial progress but hesitated to declare systemic change. This nuanced positioning aligns withโ€™[36]s conceptualization of neutral survey responses as meaningful expressions of cognitive complexity rather than mere non-committal stances.

The studyโ€™s mixed-methods design proved particularly valuable in unpacking these complexities. While quantitative analysis established the statistical contours of agreement and variation, qualitative data revealed the contextual factors shaping these patterns. For instance, several participants who selected โ€œneutralโ€ on gender progress questions elaborated in interviews about witnessing both advancements (e.g., increased female recruitment) and persistent barriers (e.g., resistance to women in command roles). This duality underscores the importance of complementing Likert-scale measurements with narrative accounts to capture multidimensional attitudes.

Comparative analysis with regional studies suggests this consensus-diversity pattern may reflect broader transitional dynamics in South Asian policing. Research on Indian female officers similarly documents strong professional solidarity coexisting with varied perceptions of societal impact.[37] This parallel implies that while institutional spaces for women in security sectors are expanding across the region, the cultural translation of these changes follows more uneven trajectories.

The findings carry important implications for policy and practice. The robust consensus on participation supports initiatives to increase womenโ€™s representation in peacekeeping, while the diversity in secondary perceptions highlights the need for targeted interventions addressing specific barriers to gender progress. As[38] argues, maximizing peacekeepingโ€™s transformative potential requires moving beyond numerical representation to address the structural and cultural factors that shape how participation translates into broader change.

Several limitations qualify these conclusions. The purposive sampling strategy, while ensuring depth of experience, may have overrepresented officers with particularly positive views. Additionally, the studyโ€™s focus on serving officers necessarily excludes perspectives from those who left the serviceโ€”potentially missing important counter-narratives. Future research could address these gaps through broader sampling frames and longitudinal designs tracking officersโ€™ views across their careers.

The interplay between consensus and diversity in these findings ultimately paints a picture of a professional community in transitionโ€”united in its commitment to womenโ€™s peacekeeping roles yet grappling with the complexities of realizing their full societal potential. As one Senior Patrol Officer reflected: โ€œWeโ€™ve won the argument about whether we belong in UN missions. Now weโ€™re working on what that means everywhere elseโ€ [PO-8]. This evolving perspective captures both the studyโ€™s central findings and the ongoing nature of the processes it examines.

The results particularly underscore the value of distinguishing between different levels and types of consensus in gender and security research. While aggregate measures might suggest straightforward support for womenโ€™s participation, disaggregated analysis reveals important variations that inform more nuanced policy approaches. This granular understanding proves essential for designing interventions that build on existing agreement while addressing areas of persistent ambiguity or contention.

By mapping both the convergences and divergences in officersโ€™ perceptions, the study contributes to theoretical frameworks on gendered institutional change. The findings supportโ€™[39]s concept of โ€œnested newness,โ€ where innovations (like women in peacekeeping) gain acceptance at different rates across institutional levels. The strong consensus on core participation questions reflects change at the operational level, while the diversity in societal impact perceptions indicates slower adaptation in broader cultural schemasโ€”a pattern with implications for understanding gender integration processes across security sectors globally.

4               Discussion

The findings of this study offer several important implications for both theory and practice in the context of gender-inclusive peacekeeping. The strong association between support for womenโ€™s participation in UN missions and the perception of enhanced national image underscores the diplomatic value of female officers in peace operations. This aligns with existing literature on soft power projection,[40] suggesting that gender-diverse peacekeeping forces not only improve mission effectiveness but also serve as strategic tools for national branding. Policymakers in Pakistan and similar contexts could leverage these findings to advocate for increased female representation in peacekeeping, framing it as a means to strengthen international standing while advancing gender equality.

However, the lack of significant correlations regarding gender progress and public trust in female officers reveals a critical gap between institutional participation and societal transformation. This disconnect suggests that while womenโ€™s involvement in peacekeeping may enhance Pakistanโ€™s global image, its domestic impact remains constrained by entrenched cultural norms. Practitioners should consider complementary initiatives, such as community engagement programs that highlight the operational successes of female officers, to bridge this gap. For instance, integrating post-deployment debriefs into public awareness campaigns could help translate international achievements into local legitimacy.

The studyโ€™s methodological limitations must also be acknowledged. The small sample size, though purposively selected for depth, restricts the generalizability of the findings. Additionally, the reliance on self-reported data introduces potential response bias, as officers may have emphasized positive aspects of their experiences to align with perceived expectations. The use of a three-point Likert scale further limited the granularity of responses, potentially obscuring nuanced attitudes. Future research could address these constraints by employing larger, more diverse samples and incorporating mixed-methods approaches that triangulate survey data with observational or institutional records.

A particularly underexplored area is the long-term career trajectories of female peacekeepers. While this study captured immediate perceptions, longitudinal research could examine how UN service influences promotions, leadership opportunities, and retention rates within domestic policing institutions. Such investigations would benefit from comparative designs that contrast Pakistanโ€™s experiences with those of other Muslim-majority nations participating in peacekeeping, such as Bangladesh or Indonesia. Additionally, future studies should explore the perspectives of male colleagues and community members to assess whether female officersโ€™ peacekeeping roles shift broader attitudes toward women in law enforcement.

The neutral responses dominating questions on gender progress and public trust also point to the need for more context-sensitive measurement tools. Standardized surveys may fail to capture the incremental, localized changes that officers described qualitatively. Developing culturally adapted metricsโ€”such as scales assessing community-specific comfort levels with female officersโ€”could yield more precise insights. This approach would align with recent calls for decolonizing peacekeeping research by centering local epistemologies.[41]

Finally, the studyโ€™s findings invite reflection on the institutional mechanisms that facilitate or hinder the translation of peacekeeping experience into domestic gender progress. While UN deployments provide individual officers with advanced training and exposure, systemic change requires structural reforms within national police forces. Future research should examine how organizational policiesโ€”such as mentorship programs or gender-sensitive promotion criteriaโ€”mediate the relationship between international service and career advancement. Such investigations could inform evidence-based interventions that maximize the societal returns on investments in womenโ€™s peacekeeping participation.

The nuanced perspectives uncovered in this study challenge binary narratives of either success or stagnation in gender-inclusive peacekeeping. Instead, they reveal a complex interplay between global visibility and local institutional change, where progress is evident but uneven. This complexity underscores the importance of sustained, multifaceted efforts to ensure that womenโ€™s participation in peace operations translates into meaningful transformation both abroad and at home.

5               Conclusion

This study set out to examine the role of Pakistani women police officers in UN peacekeeping missions, focusing on their contributions to national image projection, gender dynamics, and societal perceptions. The findings demonstrate strong support for womenโ€™s participation in peace operations, with a statistically significant association between their involvement and the enhancement of Pakistanโ€™s soft power. However, the study also reveals a disconnect between international achievements and domestic perceptions, as evidenced by the lack of significant correlations regarding gender progress and public trust in female officers. These results contribute to the broader discourse on gender-inclusive security strategies by highlighting both the transformative potential and the contextual limitations of womenโ€™s participation in peacekeeping. Looking ahead, future research should explore the long-term impacts of peacekeeping service on officersโ€™ career trajectories and the mechanisms through which international experience influences domestic policing cultures. Comparative studies across different national contexts could further elucidate the sociocultural factors that shape the translation of global visibility into local institutional change. While this study provides empirical evidence for the diplomatic value of womenโ€™s participation in UN missions, it also underscores the need for complementary interventions to address persistent gaps in societal acceptance. The findings ultimately call for a more nuanced understanding of how gender-inclusive peacekeeping can serve as a catalyst for both international reputation-building and domestic social progress.

Why ‘Beyond Western Frames’ Matters in 2026

Imagine you are trying to fix a broken car engine. You have a manual, but it was written for a different model, in a different country, with different roads. You follow the instructions carefully. You tighten the bolts. You change the oil. But the car still will not start.

The problem is not your effort. The problem is the manual.

In 2026, the world is facing complex engines: climate change, artificial intelligence, shifting borders, and economic instability. Yet, most of the manuals we use to understand these problems were written decades ago, in capital cities far away from where the problems are felt most deeply.

This is why Presser Review exists. This is why our tagline is Media & World Affairs Beyond Western Frames. It is not about rejecting knowledge from Europe or North America. It is about realizing that their manual does not fit our car. And if we want the engine to run, we need to write a new one together.

What Is a “Frame”?

Let us simplify this. Imagine you are taking a photograph of a busy street in Lahore. You look through your camera viewfinder. You see a vendor selling fruit. You see a traffic jam. You see a child walking to school.

You press the button.

Now, imagine someone else takes a photo of the same street from a helicopter. They see the flow of traffic. They see the density of the buildings. They do not see the sweat on the vendor’s face. They do not hear the child laughing.

Both photos are real. Both photos are true. But neither photo is the whole story.

A “frame” is like that camera angle. It is the lens through which we view the world. For the last hundred years, most major news agencies, universities, and policy think tanks have used a specific lens. We call this the “Western Frame.” It prioritizes certain questions: How does this affect global markets? How does this impact security alliances? What do the official statistics say?

These are important questions. But they often miss others: How does this affect the farmer’s livelihood? What does local history tell us about this conflict? What do the community elders say?

When we rely on only one frame, we get a flat picture. We see the shape of the problem, but we miss its texture.

Why 2026 Is Different

Ten years ago, you could argue that one perspective was enough. The world was simpler. Power was concentrated. Information moved slowly.

Today, in 2026, that is no longer true.

First, the world is multipolar. Power is not held by just one or two nations. Decisions made in Beijing, Islamabad, Brasรญlia, or Lagos ripple across the globe just as much as those made in Washington or London. If we only listen to one side of the room, we will misunderstand the conversation.

Second, our challenges are local and global at the same time. Take climate change. A report in Geneva might tell us that global temperatures rose by 1.5 degrees. That is a number. But in Punjab, that number means wheat harvests are failing. In Karachi, it means heavier monsoon floods. In the north, it means glaciers are melting faster. The global number is useful, but it does not tell a Pakistani family how to survive the next season. We need analysis that connects the global data to the local reality.

Third, technology has changed who can speak. In the past, you needed a printing press or a TV station to share ideas. Today, a student in a university library can access data that was once secret. A community worker can record video evidence of environmental damage. The tools of knowledge are no longer locked away. Yet, the interpretation of that knowledge is still controlled by a few large outlets.

What We Lose When We Stick to One View

Why does this matter? Why not just accept the mainstream stories?

Because when the frame is wrong, the solutions are wrong.

Consider security. For years, many analysts looked at border conflicts only through the lens of military strength. They counted tanks and troops. But they missed the social fabric. They missed how water scarcity drives young men to join militias. They missed how trade routes affect local loyalty. As a result, policies were made that stopped the fighting for a month, but made the peace impossible for a decade.

Consider media. When a crisis happens in the Global South, mainstream coverage often focuses on disaster, poverty, or conflict. It rarely focuses on innovation, resilience, or complex history. This creates a stereotype. It tells the world that these regions are problems to be solved, rather than partners with solutions. This affects investment. It affects tourism. It affects how young people in these countries see themselves.

When we limit our frames, we limit our imagination. We stop seeing possible futures because we are too busy analyzing the past through someone else’s eyes.

Knowledge should not be locked behind paywalls. If a student in Quetta cannot afford to read a report, the report has failed. All our content will be free to read, free to share, and free to learn from.
